Waiting list priority is based on preferences, with a preference given to those who live or work within Vacaville city limits. Only one pre-application per family was accepted, and 400 pre-applications were placed on the waiting list by priority.
This was for 3-bedroom units at Lincoln Corner Apartments; 200 applicants were selected by random lottery based on preferences.
